    1) Responsibilities for implementing goals: The National Development and Reform Commission and the National Energy Conservation Center instructed relevant units to draft the “Technical Specifications for Online Monitoring of Energy Consumption of Key Energy-Using Units”, and the first batch of 12 pilot drafts have been released to provinces, cities and regions.
